PROBLEM TO BE SOLVED: To collect accident information in an early stage, and to quicken initial countermeasures by constructing a mechanism to disclose accident information also to a site visit staff, and to make a visit request.;SOLUTION: Accident information which can be referred to by a person in charge of rushing to a site from a mobile terminal 50 is generated from the information of an accident heard according to a report from a customer 5 who is present at an accident site and inputted by an operator by using an operator terminal 12, and the accident information and the investigation result of the person in charge of rushing to the site inputted from a mobile terminal 50 are stored in a DB server 33. Then, the input/output and storage of the information is controlled by an APL server 32 so that information where the investigation result of the person in charge of rushing to the site received by a scheduler by using a scheduler terminal 23 is linked to the contents heard from the customer 5 by the operator can be stored in the DB server 33 so as to be accessible from a terminal 22 in charge of an initial action by a person in charge of initial investigation and processing to be handed over to a person in charge of the final processing of the accepted accident.;COPYRIGHT: (C)2004,JPO
