PPROBLEM TO BE SOLVED: To provide a method of deciding the intensity of a laser beam taking sufficiently into account the effect of a cross erasure on an optical recording medium. PSOLUTION: The number of times x, when the effect by the cross erasure is substantially saturated is specified, and the changing amount or the rate of change in signal amplitude before and after the optical recording medium receives one time cross erasure is specified as a critical value corresponding to a permissible jitter change amount or rate of change on the basis of a relation between a change in the signal amplitude before and after the effect on the optical recording medium by one time cross erasure and a jitter change before and after the effect on the optical recording medium by cross erasure for the x times. Then an OPC measures the change amount or rate of change in the signal amplitude before and after the effect on the optical recording medium by one time cross erasure and compares it with the obtained critical value so as to decide the intensity of the laser beam on the basis of the result.
