PROBLEM TO BE SOLVED: To constitute a collecting/draining pipe line system such as a road forming the surface layer out of draining pavement material so that water is collected and drained in a side groove provided in parallel with the road shoulder side from a seepage water draining pipe line through a collecting/draining device, the seepage water is collected and drained on the installed place instead of a catchment basin, and the constitution is easy and maintenance for maintaining the function is easy. SOLUTION: The steel collecting/draining construction member 1 of this device X is formed out of long sheet steel, connected to the terminal end of a seepage water drain pipe line 5, and formed into a pipe line of nearly square section. A wall on the roadway side containing with the draining surface layer 4 of a road pavement body in respective four walls of the surrounding (at installation) is provided with a plurality of water through holes in the lengthwise direction. A cleaning opening part 121 is provided on the upper wall included as a free surface in a part of a road surface 41, and the cleaning opening part 121 is provided with an opening/closing cover 122. A pipe fitting opening part capable of being connected to a drain pipe 6 for communicating to a side groove provided in parallel with it is provided on the wall on the road shoulder side.
