PPROBLEM TO BE SOLVED: To solve a problem that, if cement can be produced from a DA (sewage sludge incineration ash) concrete waste material which is surely separated, and if it can be confirmed that only the DA concrete waste material is surely separated and fed, analysis examination for analyzing whether the DA concrete waste material can be recycled or not is eliminated to realize smooth and quick recycling of the DA concrete waste material. PSOLUTION: A terminal of an order receiving trader A who performs construction of constructs or the like, a terminal of a cement plant B for producing cement using the DA concrete waste material, and an administration computer C of an administration mechanism are connected by a network. A storage means for memorizing history information of constructors of the constructs or the like, the amount of use of the DA concrete, or the like is provided in the administration computer. Cement is produced by using the separated DA concrete waste material based on the history information while referring the history information from the administration computer and utilizing the history information as the information for separating into the DA concrete waste material and other concrete waste materials.
