PROBLEM TO BE SOLVED: To obtain a powder coating material composition which discharges no VOC (volatile organic compound (solvents)), exhibits excellent rust preventive effect on a steel material, and shows good coating film adhesion, and to provide a method for coating an excellent rust preventive film on the steel material using the composition.;SOLUTION: The powder coating material composition can be used for the undercoating of the steel material, and contains at least zinc powder, an epoxy resin, and a hardener. The zinc powder has an average particle diameter of 4 to 20 μm., and 70% or more of the whole zinc powder is of the average particle diameter ±2 μm.
