PROBLEM TO BE SOLVED: To realize an output voltage controller without a risk of fluctuation in control by detecting the output value of loading device of battery simulator, calculating the internal voltage reduction quantity of objective battery and reducing the reduction and outputting it. SOLUTION: A battery simulator 10 outputting direct current to an inverter 20 having load of a motor 31, for example, is provided with an output voltage controlling function 3 controlling a chopper 2 so that an output voltage signal S3 follows an output command signal S2. The torque and the revolution number signals S5 and S6 of the motor 31 is input in a battery internal characteristic simulation function 6 and based on the battery internal characteristic input as a battery correction signal S7, a battery drop voltage signal S4 due to internal voltage is calculated and output. By subtracting the drop voltage signal S4 from a command voltage signal S1 as the non-load voltage of the battery, an output command signal S2 is obtained. A constitution inputting the output voltage and current of the inverter 20 in the battery internal characteristic simulation function is also possible.
