PROBLEM TO BE SOLVED: To realize a plurality of simultaneous connections even for a single line (single access line 4) when providing a service for connecting a contractor terminal 2 and a desired network, such as an ISP network 5₁, by utilizing a local IP network 12.;SOLUTION: A management DB 16 for the number of session is constructed to manage the number of available session for every contractor, the number of remaining available sessions is decided in a timing when a connection is requested from a contractor and when remaining available sessions exist, sessions are set up further.
