PROBLEM TO BE SOLVED: To transfer information to an intended device while scalability even when a certain service control device such as a guidance device can register only one transfer designation of information.;SOLUTION: When a service control device requests a guidance to the guidance device, Call-ID of SIP signal and the IP address of the service control device are registered in a database server. The service control device is connected to the guidance device, and the guidance device transmits a response result (HTTP) to a load distribution device. The load distribution device transfers the response result to a Web server. The Web server extracts the Call-ID and inquires of the database server for the IPD address of the service control device.
