PROBLEM TO BE SOLVED: To establish the proper number of stationary connections corresponding to operating conditions.;SOLUTION: A predetermined period is divided into a plurality of time zones, and history information indicating the using conditions of the past stationary connections in each time zone in each cycle at the time of repeating the predetermined period as a unit cycle is stored(a step S1). Then, the most satisfactory number of the stationary connections in each time zone are decided based on the stored history information (a step S2).
