PROBLEM TO BE SOLVED: To precisely wind up without wrinkle and to efficiently wind up to manufacture a reinforcing fiber base material arranged in a ring-like state by axially winding up a cylindrical body formed by weaving or knitting yarns. SOLUTION: A non-slip element 42 is provided on an outer peripheral surface of each of sectional circular arc-like members 41 for constituting a cylinder 4 by dividing the cylinder 4 into the circular arc-like members and assembling the divided members 41. The members 41 are radially advanced and retracted by a radial moving means 5 to radially enlarge or contract the cylinder 4. An outer diameter of the cylinder 4 is regulated to a state in which inner surfaces of cylindrical elements 11 are closely contacted with each other, and the elements 11 are externally inserted into the cylinder 4. Thereafter, the diameter of the cylinder 4 is enlarged, and the inner surfaces of the elements 11 are strongly closely contacted with the outer peripheral surfaces of the members 41. The elements 11 are arranged in a winding-up ring-like state with the cylinder 4 as a guide.
