PROBLEM TO BE SOLVED: To provide a charge processing system for charging adequately according to the usage of communication service, by charging according to the amount of communication load, at each time point for each user.;SOLUTION: The charge processing system 100 includes a load information storing unit 130 for storing the amount of communication load measured by each prescribed time point, an access information storing unit 140 for storing the access information of the communication service for each user, a service information storing unit 120 for storing the quality service with the charge set according to a plurality of quality services having communication priority for communication services and the prescribed amount of the communication load, and a charge-calculating unit 150 for referring the amount of communication load of the load information storing unit 130 to the access information of the access information storing unit 140, determining the quality service for the charge of the service information storing unit 120 on the basis of the referred amount of the communication load, changing the charge of the quality service previously set for the user, and calculating the charge for the prescribed term.;COPYRIGHT: (C)2003,JPO
