PROBLEM TO BE SOLVED: To provide a mobile communication system for improving a system throughput by shifting mobile stations from a cell with a degree of high congestion to a cell with a degree of low congestion even while two cells with a degree of high congestion are adjacent.;SOLUTION: A radio network controller (RNC) compares a mean value P(k) of a transmission power of a physical downlink shared channel PDSCH of a cell k with a first threshold P_threshold 1 to measure a degree of congestion (steps 121, 122), when the RNC discriminates that a degree of congestion in the cell k is high, the RNC sets a smaller hysteresis margin hm_a (step 123), and when the RNC discriminates that a degree of congestion in the cell k is low, the RNC sets a greater hysteresis margin hm_b (step 124).;COPYRIGHT: (C)2004,JPO
