PROBLEM TO BE SOLVED: To surely collect terminal data in a prescribed period in a host computer while reducing the line load.;SOLUTION: Based on a receipt check file formed in the terminal file receipt check means 10 of the host computer 10, a plurality of terminal devices of objects is selected and divided into a plurality of groups. Transmission instruction data are formed for each of the terminal devices, and the transmission instruction data are transmitted from a terminal file transmission instructing means 12 to the terminal devices 20 at different times every group.
