PPROBLEM TO BE SOLVED: To distribute the processing burden of MAPs without dividing or changing the position registration area of the MAPs even when the MAPs are expanded. PSOLUTION: The MAPs 104-1 and 104-2 notify an MN 101 of hierarchies to which they belong, and the MN 101 selects one MAP for each of the hierarchies on the basis of the hierarchies notified from the MAPs 104-1 and 104-2 and transmits a connection update message to the selected MAP.
