PROBLEM TO BE SOLVED: To obtain a tool and method for U-groove layer cutting which can cut (slica) the outermost U-groove layer of an optical fiber cable in a multi- layered structure in a short time without flawing internal layers nor causing a momentary break, etc., at the time of hot-like operation. ;SOLUTION: The cutting tool 11 for slicing the outermost U-groove layer 7A of the optical fiber cable 1' is a plier type which has a cutting part 17 composed of a reception part 14 equipped with an arcuate concave surface part 14a and a blade 15 facing the reception part 14 on one side of a hinge shaft 12 and a grip part 20 composed of grip pieces 18 and 19 extending in one body from the reception part 14 and blade part 16 on the other side. Between the grip pieces 18 and 19 of the grip part 20, a minimum aperture margin adjusting means 23 which prescribes the minimum aperture margin of the cutting part 17 and an aperture margin fixing means 24 which fixes the aperture of the cutting pat 17 are provided.
