PURPOSE: To make it possible to deal with the degree of concn. of scale components by recognizing the degree of concn. of the scale components in water. ;CONSTITUTION: Electrodes 5, 6 are arranged opposite to each other via a spacing in a circulation system for water of a boiler, etc. This water treating device is provided with a polarity inversion driving means 9 for impressing voltage to these electrodes 5, 6. The precipitation of the scale components in the water is suppressed by impressing voltage to these electrodes 5, 6. The current flowing between the electrodes 5 and 6 is detected and the electric conductivity of the water is electrically detected by a means 13 for detecting the degree of the soln. concn. and the degree of the concn. of the scale components in the water is detected. The signal meeting the detected degree of the concn. of the scale components is outputted by a signal output means 14.
