PROBLEM TO BE SOLVED: To provide an operation stop plan preparation support system which supports a preparation of an operation stop plan for stopping each of facilities of a power system for inspection and expansion. SOLUTION: The operation requirement data 11 for stopping operation required by each section are divided by an operation grouping device 31 into groups of operation data, with one group of operation data including data for one and the same equipment, and an operation checker 32 checks, based on the values of a power flow calculator 34, whether an overload will appear when the groups of operation requirement data are executed. An operation date changer 33 selects the operations, which are judged by the operation checker that they cannot be executed, in the order how close the operations are to their requirement dates and then chenges the dates to the other ones and then outputs the new dates as the operation fix data 12 after preparation of an operation plan. A system margin calculator 35 calculates a system margin and then displays the system margin together with the operation fix data after preparation of the operation plan on a display 51, with the data for one day being displayed at a time.
