PROBLEM TO BE SOLVED: To provide a method of manufacturing fermentation decomposition promoting material which decomposes such as plant, leftovers of marine products, leftovers of food, garbage, leftovers of livestock products, and sludge, while restraining generation of odor, and a method of manufacturing adaptable fermentation decomposition promoting material which is adaptable to either kind of vegetable organic substance or animal organic substance.;SOLUTION: The method of manufacturing fermentation decomposition promoting material is that heat treated rice bran wheat-gluten bread and water containing malted rice and mineral ingredient with mineral spring water and/or mineral water are mixed, and makes it ferment by mixing rice bran, into acid solution containing alcohol and organic acid. The method of manufacturing adoptable fermentation decomposition promoting material which is raised in vegetable organic substance decomposing activity is that the ferment digestion liquid, above described is mixed with yeast, and mixed with vegetable protein.
