PROBLEM TO BE SOLVED: To provide a dynamic image mobile object detector that can detect a mobile object stably at a high speed with high accuracy, and to provide its method. ;SOLUTION: This detector has a dynamic image decoding means 110 that decodes coded data resulting from compressing a dynamic image and a mobile object detection means 115. The moving object detection means 115 has a means 111 that discriminates whether an image in each block decoded by the dynamic image decoding means 110 is a standstill state or a moving state on the basis of a decoding result, a means 113 that discriminates a moving object from the still/moving state discrimination result for each block and a means 114 that combines a discriminated area of the moving object with a reproduced image signal generated by the dynamic image decoding means 110 and displays the result.;COPYRIGHT: (C)2000,JPO
