PROBLEM TO BE SOLVED: To cancel a packet where excessive delay time occurs by managing it to be a transmission abnormal state that delay time is a prescribed value, ignoring the retransmission request of the packet in control information while the state is restored to normal one and sequentially transmitting the packets which are in the middle of accumulation and whose normal reception is not recognized yet. ;SOLUTION: Delay time is managed by using a time stamp shown by the repetition of a value from '0' to M-1 as a modulo M. Delay time δT obtained from a difference between the input time of a packet and present time takes an integer value from '0' to M-1. When δT becomes TI≥δ≥0 against a prescribed threshold T1, delay time is considered to be an allowable value and retransmission control for compensating an error by retransmission is executed on the packet where the code error occurs as a normal state. When the abnormality of a delay state where δT exceeds the threshold and becomes δT≤T1 is detected, the transmission state is considered to be abnormal and is managed.
