PROBLEM TO BE SOLVED: To obtain a coating composition having strong adhesivity to a base material, capable of forming a coating membrane excellent in transparency by a low temperature treatment and useful for antifouling, antimicrobe and deodorization of ceramic base material, etc., by dissolving or dispersing fine particles of a complex titania and a binder in a solvent. ;SOLUTION: This composition is obtained by dissolving or dispersing (A) fine particles of a complex titania and (B) a binder in (C) a solvent consisting of water and/or an organic solvent. The component A is preferably fine particles of a complex oxide composed of one kind of element or more selected from a group consisting of Si, Sn, Sb, W, Nb, Al and Zr, and Ti. Further, the component B comprises preferably of (i) titanium peroxide or a complex peroxide composed of one kind of element or more selected from a group consisting of Si, Sn, Sb, W, Nb, Al and Zr, and Ti, and (ii) an organic polymer compound (preferably, a polysaccharide).
