PROBLEM TO BE SOLVED: To improve yield strength by providing a buckling preventing device blocking the shift in the short direction of a reinforcing member along the longitudinal direction on the reinforcing member provided on a steel frame member, and applying compressive force from one end side of the reinforcing member. ;SOLUTION: A bucking preventing device 3 is molded with a metallic base metal 4 fixed to the surface of the compression side of a steel frame member 1, an astride metal 5, and a bolt 6. A pair of base metals 4 are welded and fixed to a steel member 1 to be applied with prestross to pinch a PC steel product 2 in the loosely fitted state, and a pair of base metals 4 are fixed to the steel member 1 at each interval with the constraining pitch L. The PC steel product 2 is inserted between a pair of base metals 4, the astride metals 5 are set to the base metals 4, the bolts 6 are inserted and fixed into the through holes of the astride metals 5, and compressive prestress is applied from one end side of the PC steel product 2 by a jack.
