PROBLEM TO BE SOLVED: To perform temperature/humidity control accurately with high response at the time of conditioning the temperature/humidity of intake outer air while saving energy and reducing cost. SOLUTION: A state change prediction line from an outer air state point to an arbitrary state point on a target temperature/humidity line is set by a prediction line setter 26 onto an air diagram table 21 where a target temperature/humidity line connecting the upper and lower limit state points of conditioning air is set. The state change prediction line comprises a main heating line indicative of the heating operation of a main heater 4, an adiabatic humidification line indicative of the humidification operation of an adiabatic humidifier 5, a cooling line indicative of the cooling operation of a cooler 6, and an auxiliary heating line indicative of the heating operation of an auxiliary heater 7 wherein the end point temperature of each line is set as the target outlet temperature of each temperature/humidity regulator 4-7 which is feedback controlled individually.
