PROBLEM TO BE SOLVED: To effectively use shared information among users while maintaining confidentiality of the shared information sharable among the users.;SOLUTION: A file management part 21 refers to an access right management database 3, and compares a value of a reference right of an enterprise requesting reference with a value of a non-reference right threshold value. When the value of the reference right of the enterprise is not more than the non-reference right threshold value, the file management part 21 informs an enterprise terminal of the effect that access to a file itself is impossible. When the reference right of the enterprise is not less than a reference right threshold value, a tag interpretation file conversion part 22 converts the report file into an HTML document as it is, and discloses the HTML document. When the reference right is less than the reference right threshold value and is more than the non-reference right threshold, the file conversion part 22 changes data items of the report file according to a tag command of an ambiguity display tag, converts the report file into an HTML document, and discloses the HTML document.;COPYRIGHT: (C)2004,JPO
