PROBLEM TO BE SOLVED: To improve maintainability by intermingling accommodation of the 1+1 system and the 1:1 system in a same unit through efficient system changeover. ;SOLUTION: A communication interface control means 11 controls the communication interface of a signal on a transmission line. A fault monitor means 12 monitors a communication fault to generate fault information. A system changeover setting means 13 switches the 1:1 system or the 1+1 system of a transmission line. A recovery stand-by time measurement means 22-1 measures a recovery waiting time. An infinite recovery waiting time setting means 21 sets the recovery waiting time to be infinite. A system changeover control means 22 measures the recovery waiting time for a prescribed time, based on fault information when the system setting is set to the 1:1 system and controls system changeover corresponding to the 1:1 system changeover, and controls the system changeover corresponding to the 1+1 system changeover by the recovery waiting time set to be infinite by an external command, based on the fault information when the system changeover is set to the 1+1 system.;COPYRIGHT: (C)2000,JPO
