PROBLEM TO BE SOLVED: To provide a radio network which can provide high-quality services.;SOLUTION: A preliminary authentication method is for controlling a handoff of mobile devices between a first access network and a second access network. A contract is concluded between a user of a mobile device and a hyper-operator, and a handoff is executed from the first access network where the mobile device is in action to the second access network. Specifically, the hyper-operator authenticates whether or not the user has an access privilege to the second access network by the contract.
