PROBLEM TO BE SOLVED: To provide an easy and inexpensive method for recovering an oily contaminated soil environment. ;SOLUTION: Water or alkali ion water is added to the oily contaminated soil to prepare a slurry, to which an alkali salt such as slaked lime, quick lime, calcium carbonate or sodium carbonate is added, stirred or cultivated and then irradiated with light. The decomposition performance is further promoted by adding a vegetable carbon material or humic substances such as leaf soil and compost. Or, accelerated oxidation can be performed by adding an oxidant such as hydrogen peroxide, ozone or hypochlorous acid. These treatments may be carried out in a mixer equipped with a UV irradiation device or a fluororescent lamp, while it is inexpensive by carrying out in a rice field/pool type facility using natural light. It is also effective to increase the irradiation does of natural light by using an automatic solar follow-up type reflection mirror, or the like. Since calcium salt such as slaked lime also acts as a fertilizer, a hybrid decontamination method is effective by planting after the irradiation treatment and by combining tree planting techniques or phytoremediation techniques (decomposition of an oil substance by plants).;COPYRIGHT: (C)2004,JPO
