PROBLEM TO BE SOLVED: To provide a solidified material which has an inexpensive cost and a flying preventive ability and to provide a manufacturing and scattering apparatus which is capable of manufacturing and scattering it. ;SOLUTION: The solidified material is formed by adding a shellfish fossil and water to cement and by mixing them and is provided with a flying preventive ability by adsorbing a cement powder on the shellfish fossil by the use of an adsorbing action of the shellfish fossil. The solidified material is manufactured with a shelf-propelled, solidified material manufacturing unit 10 at a scattering work site and has a scatterable make.;COPYRIGHT: (C)2004,JPO
