PROBLEM TO BE SOLVED: To maintain the state of communication by speedily shifting to a modulation method by which the impact of up merging noise in a transmission channel is small. SOLUTION: An up tuner circuit 10 receives up data modulated by a terminal. The noise level in output signals S10 from the tuner circuit 10 is measured by an up noise level measuring circuit 40. A modulation agile judging circuit 50 outputs judgment signals S50 according to the noise level. When the noise level is high, a message requiring the stop of transmission of up data is prepared by a terminal message generating circuit 60 and the terminal is notified through a down data multiplexer circuit 80 and down data transmission modulating circuit 30. A modulation selecting circuit 70 selects the modulation method for change to be used by the terminal. The result of selection is also transmitted to the terminal and the modulation method of up data is changed.
