PROBLEM TO BE SOLVED: To instantly and stably operate some fixing devices, to release fixing of a structure and a base, and to exhibit an original base isolation function. ;SOLUTION: An earth sensor is disposed in a room that is not affected by wind, an UPS (uninterruptible power supply) circuit is used as a backup power supply allowing operation during trouble such as disturbance, flash to ground, or power outage. A conductive sphere 10 is still stood as the earth sensor on micro projections 13 disposed like a ring in the center of a tray 12. On an initial input of the earth, the sphere removes from the micro projections and rolls down to the outer periphery of the tray to close (ON) an electrically opening bridge disposed like a ring on the outer periphery of the tray.
