PROBLEM TO BE SOLVED: To greatly reduce the facility costs by improving overall earthwork efficiency by rationally performing the transport, treatment and earth filling and, at the same time, without being restricted by the area for installing the equipment. SOLUTION: Sediment (a) from dredge or the like is transported by a barge 1, and this transported sediment (a) and a solidifier (b) are mixed together and treated earth (c) is produced and the treated earth (c) is moved to an earth filling area X and then filled. In this case, there are several steps including a process for transporting sediment (a) from dredge or the like to a predetermined place (w) rear the earth filling area X by a barge 1, a mixing process for making treated earth (c) by mixing a solidifier (b) to the transported sediment (a) by using a mixing means 12 from the external of the barge 1 and a filling process for placing treated earth (c) from the barge 1 to sea floor or the bottom of the water at a place x1 for discharging the treated earth.
