PROBLEM TO BE SOLVED: To provide true physical random numbers to various fields requiring the true physical random numbers at low costs at a necessary generating speed by already existing inexpensive electronic parts and already existing simple technique constitution. ;SOLUTION: This thermal noise random number generating device is provided with a random pulse generating device having thermal generating element 2 constituted of a semiconductor such as a resistor, a conductor, or a diode for generating a thermal in a state that any currents are not allowed to flow, an amplifier circuit for analog-amplifying an irregular potential generated from the thermal generating element, and a waveshape shaping circuit 6 for extracting the output of the amplifier circuit as a random rectangular wave pulse signal. Also, this thermal noise random number generating device is provided with an n-bit counter (n is an integer) for measuring a time between a random pulse signal outputted from the waveform shaping circuit 6 and continuously generated pulse signals.
