PROBLEM TO BE SOLVED: To suppress the reflection of laser beam on a metal membrane and to efficiently absorb laser beam by forming a thermal layer from a carbon membrane and a metal membrane in a direct drawing type waterless planographic base plate obtained by successively laminating a thermal layer and a silicone rubber layer on a substrate. ;SOLUTION: A planographic printing base plate made printable without using soaking water is obtained by successively laminating a thermal layer formed by providing a carbon membrane on a metal membrane and a silicone rubber layer. Metal has an m.p. of 2000K or less and is composed at least one kind selected from a group consisting of titanium, aluminum, nickel, iron, chromium, tellurium, tin, antimony, gallium, magensium, polynium, selenium thallium, zinc and bismuth or an alloy composed of a combination of two kinds selected from a group consisting of tellurium, tin, antimony, gallium, bismuth and zinc.
