In the present invention, there is disclosed a general-purpose telematics control system for transport and transit of persons and freight traffic, in particular carriage of dangerous substances with connection to warning, salvage and rescue service and other associated safety and information systems of organizations and institutions being connected by their activities with transportation of persons, goods and particularly dangerous substances as well as organizations responsible for removal of collision consequences, employing in real time and space information stored in existing applications of telematics systems of organizations and installing new information systems with incorporated intelligence for processing information by a central knowledge and analytic system with possibility to distribute outputs to arbitrary selectable level (state, region, towns and the like) in dependence on geographical, social and other character of regions of freight, person and especially dangerous substance transportation routes. The invented general-purpose telematics control system makes it possible to plan transportation routes (that of freight, persons, dangerous substances and the like), to continuous monitor the state of transportation conditions (of freight, persons, dangerous substances and the like), automatically report a collision or critical situation, to optimize crisis management and to eliminate collision consequences, particularly those of a dangerous freight, to the life of citizens, state of environment and the like, through the mediation of a direct technical linkage to telematics systems of administrators of transport routes, pipelines, water courses, etc., and to selvedge and safety components, public service, autonomies and the like.
