DNA construct comprising an exogenous DNA sequence encoding a therapeutic protein product or itself a therapeutic product; SV40 DNA segments, said SV40 DNA segments comprising the ori and ses DNA sequences, and at least one suitable enhancer for expression; a DNA sequence encoding a sequence derived from the human b-globin gene cluster locus control element (LCR), or a functional fragment thereof; and a DNA sequence encoding one or more regulatory elements sufficient for the expression of said therapeutic protein in a mammalian cell operatively linked thereto when said mammalian cells are infected therewith.
