A delivering apparatus comprises a regional-information storing part for storing regional information; a positional-information receiving part for receiving positional information, acquired by a terminal, indicative of the position of the terminal; a partial-information selecting part for selecting partial information that is a part of the regional information including the position of the terminal; a partial-information storing part into which selected partial-information is written and which can be accessed at a higher speed than the regional-information storing part; an acquisition request receiving part for receiving from the terminal a request for acquiring a piece of partial information; a partial-information reading part for reading the piece of partial information from the partial-information storing part when the piece of partial-information has been stored in the partial-information storing part; and a partial-information transmitting part for transmitting to the terminal the piece of partial information read by the partial-information reading part.
