The initial problem context and constraints are described accurately and the constraints and relations between constraints are modelled mathematically. The dynamic and evolution in the risk and uncertainty are described and the dynamic features and risk are modelled. The hybrid problem is transformed to a core of viability and then to a constraint which is solved by programming by constraint
