When a content of a database (2) is copied into a database (5), an extraction unit (15) successively extracts data (21 to 23) and transmits them into a database creation apparatus (4). The extraction unit (15) selectively acquires processing exclusion only for the data being extracted and allows updating of extracted data and not-yet-extracted data. A log monitoring unit (13) monitors extracted data. When updating is performed, the log monitoring unit (13) creates an update log and stores it in a log storage unit (16). A correction unit (14) issues a correction request according to the update log and transmits it to the database (5). The database creation apparatus (4) creates data (51) and data (52) in the database (5) according to the extracted data and synchronizes the data according to the correction request.
