The present invention relates to the field of highly hazardous site monitoring, in particular, vehicles, oil and natural gas extraction and storage sites, nuclear power plants, mines and mining and refining enterprises, as well as in areas where antisocial persons tend to gather, and can be used for the monitoring of situation at such highly hazardous sites and providing assistance in making of an adequate decision in response to an emergency situation.
