摘要

The present invention relates to a method and arrangement in a communication system to initially select a cell of a layered cell structure where each layer is distinct by means of different carrier frequency bands. The invention addresses the problem to determine criterions for the selection of an appropriate cell layer for a user equipment and to reduce the number of inter-frequency hard handovers for user equipments that move around in such a cell structure. The method according to the present invention applies for said initial cell selection the cell load and an indicator that combines neighbour cell coverage and parameters that characterise the user behaviour.
