A base material for clad steel plate, containing 0.05 % by mass to 0.10 % by mass of C, 0.10 % by mass to 0.30 % by mass of Si, 1.30 % by mass to 1.60 % by mass of Mn, 0.015 % by mass or less of P, 0.002 % by mass or less of S, 0.10 % by mass to 0.50 % by mass of Ni, 0.05 % by mass or less of Cr, 0.005 % by mass to 0.030 % by mass of Cu, 0.05 % by mass to 0.30 % by mass of Mo, 0.015 % by mass to 0.040 % by mass of V, 0.015 % by mass to 0.040 % by mass of Nb, 0.005 % by mass to 0.020 % by mass of Ti, 0.015 % by mass to 0.050 % by mass of Al, 0. 0010 % by mass to 0. 0040 % by mass of Ca, and 0.0030 % by mass to 0.010 % by mass of N, wherein Ti/N is preferably selected to be in a range of from 1.0 to 3.5.
