PURPOSE: An LSR(Label Switched Router) having a label integration function for securing QoS(Quality of Service) and a method for exchanging labels thereof are provided to offer various services by differentially operating data with several kinds, which are inputted in an MPLS(Multi Protocol Label Switching) network. CONSTITUTION: A priority buffer manager(210) manages a priority with respect to a reassembly buffer which rearranges an input traffic. The priority buffer manager(210) retrieves the priority of input data stored in the reassembly buffer. The priority buffer manager(210) receives network state information of an output port through a signal protocol, and decides one mode between a label integration mode which applies a label integration function with respect to all input data and a priority processing mode which applies the label integration function with residual input data. If a current mode is decided as the label integration mode, the priority buffer manager(210) exchanges labels so that all output data have the same label. If the current mode is decided as the priority processing mode, the priority buffer manager(210) exchanges the labels so that output data with priority and residual output data have different labels.
