PURPOSE: A device and method for managing a bulletin board is provided to enable bulletin board users to recognize a flow of opinions in a bulletin board easily by applying related information for displaying an association of the opinions to an output or a storage of a bulletin matter. CONSTITUTION: A relation characteristic information input unit(11) enables a bulletin board manager to define a relation characteristic with respect to a character of the bulletin board and input the relation characteristic. A relation characteristic information managing unit(12) manages relation characteristic information inputted through the relation characteristic information input unit(11). A bulletin board input unit(13) is prepared for an inputting process including relation characteristic information managed in the relation characteristic information managing unit(12) in preparing a bulletin matter of the bulletin board. A bulletin matter storage(14) stores a bulletin matter inputted through the bulletin board input unit(13) in a DBMS(Database Management System) with the relation characteristic information. A bulletin matter output unit(15) outputs a bulletin matter including relation characteristic information stored in the DBMS to a bulletin board user in accordance with relation characteristic information among bulletin matters.
