PURPOSE: A meter-rate method according to a service use time and an accumulated usage of a service user is provided to accept a rate policy varied according to the service use time and the accumulated usage of the service user through a simple database architecture. CONSTITUTION: A use time based rate policy table for managing a meter-rate policy varied by the service use time is constructed. An accumulated usage based rate policy table managing the meter-rate policy varied by the accumulated service usage of the service user is constructed. The meter-rate policy is managed by mixing both tables. A rate is decided based on a service rate policy database and a service usage database(608).
