PURPOSE: An interworking device between an SCP and an application server by INAP and XML conversions and a method therefor are provided to transmit a converted intelligent network service request message to an INAP-based switching network, and to transmit a converted an intelligent network service control message to a packet switching network. CONSTITUTION: A general telephone terminal(8000) uses an existing telephone service. A local exchange(7000) supplies the telephone service. A service exchange(9000) recognizes a service key, and triggers service logic corresponding to the service key. A service control system(5000) performs the service logic, and overall controls a requested intelligent network service. A service auxiliary system(6000) supports customer access to the service. An application server(4000) interworks with an INAP-based SCP by executing conversion between an INAP and an XML. A soft switch(3000) performs call control of the application server(4000). A media gateway(2000) converts a communication media signal. A packet personal communication terminal(1000) generates a packet call.
