PURPOSE: A fast programmable fixed priority/round-robin arbiter and a bus controlling method thereof are provided to offer a simple circuit of the small power consumption and the improved processing speed by rotating the HPRIF register information storing the priority information for masters on the arbiter simultaneously supporting a fixed priority mode and a round-robin mode. CONSTITUTION: An HPRIF rotating logic circuit(610) outputs the information reordering the priority information by rotating the priority information for the bus maters to a predetermined direction in order to make the bus mater matched with the variable pointer information get to be the highest priority. In case that a request signal is received from the bus maters, a request reordering logic circuit(620) outputs a request reordering signal by reordering a request of the bus masters in order to be matched with the reordered priority information. A request selecting logic circuit(630) outputs a bus master fixing signal according to each highest order. A grant reordering logic circuit(640) outputs a bus master grant signal for the bust masters according to each highest priority.
