PURPOSE: A system and method for converting a raster-illustrated component image into an intelligent vector-layered file are provided to improve utility and function of the raster-illustrated component image. CONSTITUTION: A method for converting a raster-illustrated component image into an intelligent vector-layered file includes a step of recognizing a reference label from the raster-illustrated component image and removing the reference label in order to generate a reference label scrubbed file(50). A reference line is recognized and removed from the reference label scrubbed file to generate a scrubbed file including reusable base graphic. The scrubbed file is converted into a vector file into which the reusable base graphic is inserted as a bit map. A plurality of vector layers are added to generate the intelligent vector-layered file. Each vector layer includes a vector component corresponding to one of the recognized reference label and multiple reference lines of the reference label.
