PURPOSE: A method and an apparatus are provided to reduce the time required to design a rod pattern by using a computing environment allow for ease of change of rod pattern design. CONSTITUTION: A method for creating a rod pattern design for a nuclear reactor, comprises a step(S10) of defining a set of limits applicable to a test rod pattern design; a step(S20) of setting a sequence method for adjusting positions of one or more subsets of the test rod pattern design, based on the limits; a step(S30) of creating a plurality of simulation results by simulating a nuclear reactor operation on at least one subset of the test rod pattern design; a step(S40) of comparing the simulation results and the limits; and a step(S50) of providing data indicating limits violated by the test rod pattern design during the simulation.
