PURPOSE: Provided is a method of treating organic wastewater and solid waste, in which bioactive substance needed for anaerobic biochemical reaction and reactive intermediate of the anaerobic biochemical reaction are shared by mesophilic and thermophilic microorganisms and the mesophilic and thermophilic microorganisms are alternatively exposed to high temperature condition of 45 to 75C and medium temperature condition of 20 to 45C, thereby maximizing reduction of organic material and extinction rate of virulent bacteria. CONSTITUTION: The method comprises the steps of digesting organic waste in a mesophilic anaerobic digestion tank(2-1) at 20 to 45C for 2 to 30 days, transferring the outflow of the mesophilic anaerobic digestion tank(2-1) to a thermophilic anaerobic digestion tank(4-1) through an internal circulation pipe(3-1) and a circulation pump(3-2), wherein internal return rate is about 5 to 300%, digesting the outflow of the mesophilic anaerobic digestion tank(2-1) in the thermophilic anaerobic digestion tank(4-1) at 45 to 75C for 0.5 to 10 days, transferring the outflow of the thermophilic anaerobic digestion tank(4-1) to the mesophilic anaerobic digestion tank(2-1) through a pipe(4-2).
