PURPOSE: An apparatus and method for increasing data throughput capacity using a dual CPU module in an IS-95C PCF(Packet Control Function) block are provided to increase data throughput capacity by employing an address/data bus arbitration method through an ATM communication, HDLC communication and an Ethernet pass. CONSTITUTION: By using an ATM multiplexer function block, 4:1(first and second CPU modules(21,22) and the first and the second physical layers(31,32) : a CUBIT(40) - every input/output cell is routed through the CUBIT(40)) multiplexing is performed, The second CPU module(22) and the second physical layer(32) are added to make an effect that one block uses two blocks. Communication is made according to an ATM protocol in a BS network by using UTOPIA connection(Universal Test and Operations PHY Interface for ATM). Each CPU module can make IP communication with a PDSN by using an Ethernet path, so double performance can be maintained.
